Philippine President Rodrigo Duterte promised army rule would be harsh after imposing martial law on 23 May in the southern island of Mindano, following clashes between Islamic militants and the security forces in Marawi City. Duterte imposed martial law after announcing his official visit to Russia would be cut short and he would return to the Philippines.
